BSA has developed five different plans for Webelos dens, depending on what ages are in the den and what time of year the den starts meeting. There is even one plan for a pack chartered by the Church of Jesus Christ of Latter-day Saints. The Program Helps is based on these plans.

Plan "A"

For a 4th-Grade Webelos Den Starting in June

MONTH

NOTES

 1 JUNE Traveler (M) Team sport belt loop (Baseball, Basketball, Soccer, etc.) Start work on two team sports and two individual sports to earn Sportsman (P). Tell parents how boys can earn Traveler while on vacation.
2 JULY Aquanaut (P) Swimming belt loop Work on the individual sport loop at the same time as the activity badge.
3 AUGUST Naturalist (O)    
4 SEPTEMBER Communicator (C) Start work on religious emblem or the alternative requirements. Conduct a flag ceremony at pack meeting.
5 OCTOBER Showman (M) Start work on Webelos badge requirements. If attending a fall campout, work on Outdoorsman (O). put on a show at pack meeting.
6 NOVEMBER Begin work on Craftsman (T) Team sport belt loop. Send note for school teacher to help with Scholar (M).
7 DECEMBER Complete Craftsman (T). Complete religious emblem requirements.  Send not to parents explaining their part in earning Fitness (P) and Family Member (C).
8 JANUARY Fitness (P). Physical Fitness belt loop. Record work done on physical Fitness pin to earn Athlete (P).

At the end of January, Webelos Scouts may earn their Webelos badge based on achievements in this plan. They must have 3 months of active tenure in the den, have earned a religious emblem (or completed two alternative requirements), and have completed the six other requirements in the Webelos Scout Book. This award is often presented at the Blue and Gold Banquet in February.

 9 FEBRUARY Scholar (M)   Start work on 2 months of jobs in Family Member

After boys have earned the Webelos badge, they can earn the compass points emblem. It is awarded after they earn seven activity badges, four more in addition to the three they earned for the Webelos badge.

 10 MARCH Artist (M) and Athlete (P) Finish Physical Fitness pin. Earn an individual sport belt loop. Start work on 2 months of jobs in Family Member (C).
11 APRIL Sportsman (P) and Family Member (C) Complete four more activity badges (a total of 11) for first compass point.  
12 MAY Outdoorsman (O)   If boys have already completed Outdoorsman (O), do another badge missed earlier.
13 JUNE Handyman (T)   Attend day camp or Webelos resident camp.
14 JULY Geologist (O) Complete four more activity badges (a total of 15) for second compass point.  
15 AUGUST Forester (O)   Earn World Conservation Award
16 SEPTEMBER Begin Citizen (C) Begin Boy Scout-related requirements for Arrow of Light. Make plans to conduct a service project.
17 OCTOBER Complete Citizen (C)   Begin visiting Boy Scout troops.
18 NOVEMBER Begin Scientist (T)    
19 DECEMBER Complete Scientist (T) Complete all Boy Scout-related requirements for the Arrow of Light.  
20 JANUARY Readyman (C) Complete four more activity badges (a total of 19 ) for third compass point.  

January is the earliest that 2nd-year Webelos Scouts may earn the Arrow of Light based on achievements (excluding badges earned at resident camp). The Arrow of Light should be awarded at the Blue and Gold Banquet in February.

 21 FEBRUARY Begin Engineer (T)   Make plans for troop support at graduation ceremony.

Webelos Scouts who earn their Arrow of Light may become Boy Scouts immediately, even though they have not turned 11 or graduated from 5th grade. The target month for all crossovers is March. Webelos dens usually graduate together and form a new patrol in the troop.

24 MAY      

Although a Webelos Scout reaching age 11 or completing fifth grade is eligible to become a Boy Scout, he may remain in the pack for 6 months after his 11th birthday or until he completes the fifth grade, whichever is later.

Plan "C"

For a Webelos Den That Has Both 4th- and 5th-Graders

Incoming 4th-graders will work on the activity badges and projects for the Webelos badge listed under "4th-graders." The Webelos Scouts who are now 5th-graders will work on their Arrow of Light projects in the column labelled "5th-graders." All Webelos Scouts will work on activity badges in the column labelled "All Scouts."

Plan "D"

For Dens With New 5th-Grade Webelos Scouts

A new 5th-grader starts by earning his Bobcat badge. He will need significant parental support if he is to earn his Arrow of Light before it is time to crossover into a Boy Scout troop.

Minimize the disruption to the den schedule by having the new 5th-grader participate in the ongoing den activities, plus completing the minimum number of 1st-year requirements (Bobcat and Webelos badge requirements). He will work on four badges from the year he missed: Fitness, Outdoorsman, Family Member, and Traveler.

6 FEBRUARY Family Member (C) and begin Engineer (T) Six months active in den. Complete all requirements for Arrow of Light.

February is the earliest that new 5th-grade Webelos Scouts may earn the Arrow of Light based on achievements and tenure in the den It should be awarded as a group at the Blue and Gold Banquet at the same time that the rest of the Webelos Scouts receive it.

 7 MARCH Complete Engineer (T)   Crossover to Boy Scouting.

Webelos Scouts who earn their Arrow of Light may crossover to Boy Scouts immediately, even though they have not turned 11 or graduated from 5th-grade.

 8 APRIL Any badges missed earlier. Time for new 5th-grade Webelos Scout to complete his Arrow of Light, if needed. 5th-grade boys are in Boy Scouting.
9 MAY Any badges missed earlier. Time for new 5th-grade Webelos Scout to complete his Arrow of Light, if needed.

Plan "E"

For a Pack Chartered byt he Church of Jesus Christ of Latter-day Saint

A boy enter a Latter-day Saints Webelos den when he turns 10 years old and remains in the Webelos program until his 11th birthday, at which time he enters the patrol for 11-year-old Socuts.

The Webelos den leader may follow the suggested schedule of monthly themes and the calendar of planned meetings found in the Cub Scout and Webelos Scout Program Helps publication of the Boy Scouts of America. Using the Program Helps, the leader plans the den activities for the year. Often two activity badges can be earned during a month by combining the suggested meeting plans as outlined in the Program Helps.
