BSA has developed five different plans for Webelos dens, depending on what ages are in the den and what time of year the den starts meeting. There is even one plan for a pack chartered by the Church of Jesus Christ of Latter-day Saints. The Program Helps is based on these plans.

At the end of January, Webelos Scouts may earn their Webelos badge based on achievements in this plan. They must have 3 months of active tenure in the den, have earned a religious emblem (or completed two alternative requirements), and have completed the six other requirements in the Webelos Scout Book. This award is often presented at the Blue and Gold Banquet in February.

Webelos Scouts who earn their Arrow of Light may become Boy Scouts immediately, even though they have not turned 11 or graduated from 5th grade. The target month for all crossovers is March. Webelos dens usually graduate together and form a new patrol in the troop.

A new 5th-grader starts by earning his Bobcat badge. He will need significant parental support if he is to earn his Arrow of Light before it is time to crossover into a Boy Scout troop.
Minimize the disruption to the den schedule by having the new 5th-grader participate in the ongoing den activities, plus completing the minimum number of 1st-year requirements (Bobcat and Webelos badge requirements). He will work on four badges from the year he missed: Fitness, Outdoorsman, Family Member, and Traveler.

A boy enter a Latter-day Saints Webelos den when he turns 10 years old and remains in the Webelos program until his 11th birthday, at which time he enters the patrol for 11-year-old Socuts.
The Webelos den leader may follow the suggested schedule of monthly themes and the calendar of planned meetings found in the Cub Scout and Webelos Scout Program Helps publication of the Boy Scouts of America. Using the Program Helps, the leader plans the den activities for the year. Often two activity badges can be earned during a month by combining the suggested meeting plans as outlined in the Program Helps.
